I like to make the suggestion of being able to lift upgraded building with the Mylarai Build Extractor, as far as I know, you cannot lift: Tri-phase cutters, T.O. Manufacturing Cores, Symbiont Test Labs, Trellith Comm Relay, Heist Dispatch Station, and Hypergates. I just think that if you do use a Mylarai Build Extractor, it should lift the whole building, then give you the upgrade back into your inventory. I think this would be a nice improvement to the game and hope others agree.

you can extract tri-phases.. in fact when you do and install them on another planet you do not need to have the phase cutter chassis installed first

Newer ones are specifically designed to prevent them from being extracted. You should try getting them yourself through normal missions and Hyperseekers.

The new mission ones that don't lift are annoying as I placed most of them before I knew this as I was doing so in the hope of moving them to better planets as I got them. The fact that wasn't in the description I'm afraid is ridiculous. But meh such is life I guess.
