Does this 10K bonus to all stats mean that the planet is 100% unscannable? (Assuming nobody's scan has hit the 10K mark yet.) So if that's the case, and a flux probe shows 0 other ships scanning it, we can scrap all our defenses and pile on bonuses without (much) fear of losing it?

As long as you have a good Legion bonus it would be invisible, but technically people can get above 10,000 scan, but not by too much. Even without a Legion bonus they probably wouldn't find it, but with one they won't be able to (over 12,000 cloak I think it's invisible).

would the titancore data negate the cloak bonus? you get 3 far away planets owned by other players but it doesn't mention anything about scan strength.

Yeah, I guess it would. There are lots of occupied planets though, so it shouldn't be too much of a problem, and all the high level players have already done that and might've already used them.
