That doesn't prove anything. It seems likely that scan only matters for finding NPCs with cloak.
Oops, typo on my part. I meant scan. I equipped a scanner and found a Scruuge within 2 hours.
I knew what you meant. I hadn't gotten any Gift of the Ancients until two nights before the Scruuge were gone (or one night? can't remember that well) and then I got my first 2 within half an hour while I was on the phone with my girlfriend, along with my 4th Blade Harvester that day (which I've run into 8 or 9 of altogether), so does that mean Galaxy Legion checks if I'm on the phone with her and increases my chance for good NPCs if I am? Interesting....
