And for example mlp under this 20% thing there would be like ten or so people he can badge. With the 40% theres already enough problems because of the prevalence of halc usage.

By start running out I mean when there are 9 targets left in that 20% range then it extends to wherever it needs to.

Secondly:
1. All traps are part of the game and there to hinder your efforts to take a person down. Making passive legions would make Halcs and Calming amps useless after all the work Dan went through try to make players happy about them.
2.Scan passive legions randomly? Even randomly that's too much unneeded work for Dan. If anything, he could do that now, but undoubtedly, he doesn't so why would he do it then?
3. Not gonna repeat what was said several times, but wasting nulls because of halcs is also part of the game, you get used to it. Now if it was something that lingered on exploiting then it would be a reason to change something as big as that, but it's not. There are other games that might suit someone's want of easier battle or non-battle.

Gotta agree with that but I can SO relate to what Hawk is going through.
