Dont know if this is a good idea or not but its seems like on to me so here it is:

There should be a tab in the legion base which is basically like a Legion cargo which holds Artifacts.
Anyone can put in artifacts and then anyone can use whatever is in there so instead of scrapping some artis to free up space you could simply put it in the legion base cargo so it could help other legion mates if they need it. legionmates could also work together to stack artis in there for backup in case of a war or incase they might need them for the future for missions or whatever reason.

Suggested many, many times. Rejected many, many times also. For two main reasons. (A) Potential Multi abuse and more importantly (B) Eliminates the need for personal ship cargo.
