+1 but make it an increased chance for a blockade to appear, and make the increase relative to your rank.
Example: rank 300=30% increase in blockade appearance. |

I agree with such things as these. Or even a NPC that appears ONLY on Halloween, like a boss Bane ship or something.

trick or treat ships
