You had 60/60 legion members in a legion.And you scrapped the docking bays.
OR
You did the same thing with trade pacts.Then removed the embassies.
Or if you wasted a minute trying to read this.

Interesting.... I'm just making this up but seems that even if it left all the members in at the moment, if someone left (and they always do) you couldn't add any new members until you got down under the legal limit.
Or maybe your base would just explode! That would be more fun, ships torn up and scattered all over the galaxy with bits and pieces of the base embedded in their hulls.
