What is the actual time of day on holidays that the daily reward changes to the holiday special rewards?

GST is the time where the server is located. I'd suspect that when they date changes on the server at 00:00GST, the rewards would change.
The time where you are will vary depending on where you are in relation to the server. For me, it is +6 hours, so 6AM on January the 1st is when I'd be able to get a Sphere of the New Era, as it would just have hit New Year where the server is.
