For the base:

Save up on supplies so you can quickly level the base to at least level 4. The higher level the base the more people it'll attract.

Plan out the construction of a base ahead of time. Calculate what you'll need and what you can fit on it modules wise.

Save up on silvers for clamps. I know they seem insignificant, but they do add up over time.

Warning: Do NOT rank up the base too fast or it will be disabled constantly which is never fun.

Eventually you will run out of base modules to upgrade so try and get Fixers to join the legion so the base ability point repair can be more effectively utilized.

Get a friend or two on board. Running a legion on your own is no fun and it's always nice to have additional support and someone to talk to.

Recruiting can be hard so:

Make a good recruit thread on the forums. Make it unique to your legion's style and persona. Read This Post
for a few more tips on making a successful recruit thread:

Spam small legions or newly made legions on the first few pages with recruit messages. This may take a while but it works.

When you do get members:

Encourage them to be active and get them talking.

Encourage activity on the forums.

Get them a banner to rep the legion. To get a banner visit
The Artists' Guild

Teach them and help them grow, be supportive.

Give them artifacts, planets, and credits.

Provide tips on building up their ships

Make sure that members new to the forums know their way around. Have them read
The Forum Guidebook so they know their way around.

And most importantly make being in your legion a positive experience for these guys. Teach them the game, encourage them to have fun, and help them build up their ships.

Well this is all i could think of off the top of my head. If theres something i should add here please comment or pm me. thanks :)

I'm sure that's effective, but that's not very good practice in the long run. Small legions usually don't have the best members; they remain small for a reason. Thus, it may be best to wait it out and get strong, active members rather than fill up the legion with inactive noobs :)

not necessarily, they could simply not be good recruiters and most small legions to send messages to would be the newly formed ones on the first few pages.

This statement is very wrong. due to the fact that lvl 6 bases can have 110 production mods it would have to be disabled nearly every day in order to produce less. thats also assuming the lvl 5 never gets disabled.
lvl 6 bases also have more space for adding docking ports and embassies and other special mods.

there is no reason to wait at level 5 unless you are going for 0 disables. and to be able to do that starting a legion now would be almost impossible unless that was the main intent of said legion, and you filled it with fixers.

this is actually a very good strategy. there is nothing wrong with the members in these brand new small legions other than they dont know what they are doing, joined a tiny legion, and therefore are likely to go inactive.
bringing together any that you can into a larger group makes gameplay more enjoyable, and more likely for those players to stick with the game.

tis why i said constantly disabled. basically what i was trying to say was make sure the legion can handle the higher level base with upkeep and whatnot. i used level 5s and 6s as an example. the statement applies any level base in general.

There is no way you will be constantly disabled. there are not that many basing groups that lock 6's.
this rule may apply to any other level but not 5/6.

Some good advise as well is to stop making so many new legions to many spring up with leaders still wet behind the ears, learn the game get your self strong before you think about your own legion, i shudder to think about the number of players we loose because they join some half dead legion on the new legions bored and quit within a few days.

^this

this bothers me alot. and all the suggestions to fix it have been shot down. i think this is something that needs to be fixed, and doing so would help GL out alot.
