I was going to extract both of my Perimeter Stations to place them on better planets; even though it is showing that I can recover it the Perimeter Station says, "This structure is not eligible for recovery." Could I have some technical assistance on this one?

Sadly it is a 'bug' on many of the upgradable buildings.

Its not technically a "bug" in the conventional sense. Its a bug that it shows as recoverable, but its intentionally set as a non-recoverable artifact, just like many others unfortunately.
