Yes. At rank 278, I have 4500 Arti, 5555 Research, and 3507 mineral.
And my production is STILL too low.

it depends on how long you've been playing as well. a rank 200 who's been playing for 1 year can have 5,000 -15,000 artifact points while a rank 600(has only been playing for a year) can have 10,000-25,000 artifact points. in this situation the rank 200 would seem much stronger than the rank 600 so there are a few things that many people don't take into account. your production seems decent and could increase greatly only defend the planets you would like to keep.

Rank 304, 12k arti. The rest are irrelevant imo. Enough mining to pay your upkeep and planet colonization/invasion costs, and enough research that you have what you want. (All relative of course.)
I have ~4.5k mining and ~5.5k research, but I only take really good planets for those (maxed out toxics and plasmas mostly) whereas for arti I would take much worse planets. Of my ~70 planets, I think ~55 of them are artifact. xD

Didn't even look at the numbers but to answer the question in the thread title... Yes. Doesn't matter how high it is, you will always need to have higher.

To have these production you need to have the max planet and every planet must produce 552 production hour... I don't think your under average.

Still 494 per planet with max planets, although you do have to take scientists out of that equation...

Yes. Your artifact is too low. My sub-average AP production at rank 350 is higher than yours.

It really doesn't matter what rank and what Ap/h you have it's always to low and you should always be working on it.
