I completely agree, but I must admit, I have NEVER found any good planet when my scanning chances were "Good." It might just be my crappy luck, but every time I have found anything worth colonizing, let alone stealing, it is usually when I hit the "Fair" range.

Yep, me2. I think my highest amount was a 500 purger ahead of the scan blitz. I tend not to spend more purgers during the blitz itself, but maybe I should start.
