So, I was thinking today, it would be nice to know if a legion is making a push against your base after having not been for a long time. So, maybe an artifact that, when applied to the base, acts as a trap which stays on said base for 4 hours and when triggered by a random number of hits, it alerts the whole legion that the base is under attack. This artifact would be received by a Troop Carrier esk rare NPC. It wouldn't need to be common since it will not be useful all the time, but, it would still be a nice addition. It would also make it so after the initial four hours of buff on the base, you can just throw that down and you wont have to keep an eye on it constantly.

Honestly I don't see the point. If a legion isn't watching their base, then it deserves to go down. I watch my base like a hawk regardless of whoever targets it because sneak attacks are a major part of this game. You might as well throw another tantrum that you didn't get an alert that you were being disabled until after it was done.
Secondly, you're making it interfere with blessed troop carriers. I'd much rather get terraformers than something like this.
Lastly, think about how this would hamper new and growing legions that are just trying to get on the ladder of fighting big bases. The Big Boys can handle bases of whatever size. Those who aren't quite as strong have to rely on that element of surprise to make it work. This artifact would directly increase the strength/progress gap between the Top 20 legions and all the rest of us.
