Let me start by saying I am glad were able to be at peace with one another. But.. I think most of us would rather be at war in the galaxy.. Ill try to be as clear as possible on what I am suggesting.

1. Being able to go to war with other legions.

2. Seeing and choosing someone in "at war" legion to attack
2.1 For those that do not wish to participate in a legion war, there will be a "Active Duty" status for those that are.
2.2 People who are on "Active Duty" will be seen under the "at war" legion and may be attacked anytime.
2.3 People NOT not on "Active Duty" will not be able to be attacked or seen.
2.4 There will be a 24 hour timer after going on "Active Duty" before you can withdraw from active duty.
2.5 There will be a 24 hour timer after attacking a war participant while on "Active Duty" before you will be able to go inactive.

3. Only legion leaders and (maybe) officers may to accept a declaration of war in order to go to war.
3.1 Leaders and (maybe) officers may suggest a peace treaty in order to end war.
3.2 If all players in legion resign from active duty, war will automatically end.

(I could go either way with having these next couple, having them or not)

4 Legion that did most damage or disabled most ships during war will receive a bounty at end of war
4.1 Bounty could be a small percentage of each war participants mineral/artifact hourly batch
4.2 This would be for a set number of days, maybe a week, or a percentage of time the war lasted.
4.3 War victors could instead receive a large experience or lump sum of artifacts.

5. Number of legion allies will give "At war" legion a bonus.

Will revise when I think of more things to add.
Thanks for the comments!

2.6 You are only able to attack war participants that are within a 10 level rank. (Could be more could be less. Looking for

suggestions on what would be a good number.)

You need to forget the level restrictions because there IS already one in place. + / - 40% your rank can be seen + fought in battle tabs. Over that, you can't see them.

Leaders from both sides could decide on terms and stakes before declaration of war. Ie:

Fixed amount or percentage of credits/mp/ap/rp...
Planet(s).
Modules.
Artifacts.

Both sides agree and the "prizes" go into an escrow of sorts where no one legion actually possesses them until the war is over...and to the victor go the spoils.

Could be fun...

good idea. If your going to do that you want things set credits lose and such you should have the option of just declaring and attacking right off.

for diplomacy and/or setting up rules of engagement between legions, there should be a way for leaders to contact each other outside of attacking of having an alert. because of the naming conventions are different than in facebook, there is no way to contact enemy or ally unless you know them personally. there needs to be a way which can be limited to leaders only for players to contact others outside of the normal methods that require battle activity that shouldn't require so much energy either and might be hidden from regular players.

So when a war is requested. Leaders will agree on terms possibly have a list with boxes you can check.
(Spoils, win condition, etc.) Also the ability to send there facebook account a message through galaxy legion, but without the exchange of personal info. Oh I think that War participants should have reduced cost of repairs due to the possibility of being disabled more often. Either that or a shortened repair timer.
