 Base Energy donations

The only down side i can see to this is you'd be able to get higher % on bases contributions without gaining ranks.

Great idea, I think. You still have the option of ranking up if you want, nobody is making you go over the 2K XP limit thingy.

It's probably not the best change, but at least it's something.
