I just found this player off the Battle Tab. How is it possible to get 3 Proteans in level 20 with 90 raids? Is it possible that the yellow badges stay even after resetting one's account?

You get yellow badges for any successful raid. You get a raid counted only if you steal points.

At that rank, its much rarer to actually steal something from an opponent.

I then had 1 protean with 17 raids counted.

The raids counter you see on the players stats page, are raids that garnered minerals or artifact points.

If you raid someone who has "zero" minerals or artifacts to steal, you still obtain a yellow badge, but your raids count does not increase.

So technically he spammed raided some players. I see. Thanks guys.

You clearly don't see. They wouldn't get a badge for any raids less than 12 hours apart. They happened to raid a lot of ships with no MP or AP. That's all we know, technically.

You have to be a certain rank/level to appear on the Leaderboards.

That's unfortunate. There was one level 3000 that I took my planet from. I heard he retired. Otherwise, by leveling up more, he would probably be number 1 on the list today.

You must be talking about FRAIL. Yeah, he would have been on top today had he decided to stick with it, but he was too bored with the game. It's a shame he retired.
