Considering that its allready being dilluted by the toxic thing it doesn't have to be that much rarer as the drops will become proportonaly rarer anyway

Please Just make it the same one! you have this thing about. you know needed to send 4 hours playing just to make one spawn. just increase the caps. no need to spend time with a new one.

Sorry why does it have to be rarer? Just because people get higher doesn't mean they suddenly have more time to spend npcing. T.o's atm are rare but they are manageable to find there is no need to change this just because of their rank they won't be able to farm anymore than any other player who is npcing. there bigger bar and Higher rank does nothing to help them.

Also I am trying to remember but what's not mentioned for item drops that's missing after 2200 - isn't it also Data Optimizer and Stryll Seeker that's missing as well ?
In-line replacement of the relevant NPCs with a stronger version with the same spawn rate is the best solution IMO.
To the other point, the threat of invasion does get higher and planet losses are higher the more you have, so even with the same rarity of upgrades yes the game is harder to maintain what you have.

For sure no overlapping ranks, one cuts off and the other begins at 2200. Rarity effect will also depend on whether this is a personal NPC or an elite/boss - which obviously affects the number of drops and balance. We only assumed it was a regular NPC but who knows what the plan is. Stryll seeker the npc was rank 400 so I think rank 1200 it dropped ? Most of us (?) still have a few hundred or at least 100+ for scan runs so not as urgent, but would be nice to see it come back.

it would be easier and faster to extend the caps on the current npc's that rank 2200 loose, maybe change the name, add some colour and make them a little harder and keep the spawn chance the same.
cosmetic stuff can be done in the next month update to keep everything in manageable chunks
there you have a nice simple solution to a growing issue

I would like to add that whilst introducing a new NPC might seem like a good idea, it has inherent issues, such as being too rare to even be worth the effort, and then there is the issue with having multiple drops and disastrous percentages for the good items. In my opinion and many others, not just those above rank 2200 either, just increasing the current rank cap to 9999 would be much more suitable to everyone whom plays this game, as it gives back the freedom of the game, and no one will reach that rank in 10 years, if they play the game the correct way, so it never needs fixing. Also, the Stryll race needs a new NPC as well, because at rank 1200, you lose the 10% scan boost item.

It won't be implemented that way. Call this intuition but if that was the plan (9999 extension) he would have done the short fix on it by now. I am pretty sure in his mind the plan was for new NPC and that's not going to change. We just have to wait and see what comes and then break down how it compares to before. I have a feeling it will be like a mini-boss to one person and will have all those drops in its pool and be a bit rarer than any of the existing rare NPC. So basically 1:1000 spawns and 1/3 of each drop pool type. But that really means it's 1/6 as many of each item and so it adds something but then it fails. If each type gets its own replacement and spawns at half the rate, I would still accept that however, but obviously everyone affected would prefer to have the same spawn rate and just a harder NPC for each type. I will not complain about re-skinning the existing if that gets it out faster

I like the idea of a new NPC(s) for +2200, pending they aren't impossible to find, and they have possibly similar, but different drops. This would be considered "new" and "high ranking" content, and tbh the people who played this game for so long, and dedicated themselves to the point of reaching that rank, I think should have access to some kind of rewarding content.
