Can I scan these enemy owned if I don't have the mission even started? BBecause I just did

If you just scanned one without starting the mission, it's pretty evident that you can.

Because, based on the mission chain, he shouldn't know how to get there.

You need to get the Gravidynamic Isolator module to be able to find their (Taltherian) origins as well as 2k scan to be able to do the mission.

This was brought up a LONG time ago, the passives on these planets should more match the requirements of the mission.

IE: Taltherian Planet
Minimum:
2k passive cloak
Gravidynamic Isolator and Rank 230+ to be able to scan them
