I haven't seen this message come up when scanning in over a year and I have scanned over 10000 planets in this time.

I've seen it a couple times recently, but it is very rare. It's very possible that you haven't gotten it simply by chance, even with that many planets scanned.

With nearly 5 million planets in existence, 10,000 is a fairly small sample. Keep in mind also that the number of over-cloaked planets is small in comparison. And there is every chance you can get the same planet again after you purge it. The random number generator is just conspiring against you.

I noticed it several times during a 9k scan run. Only about 10% scans were enemies, and I think out of 900 or so enemies there is perhaps a dozen or so heavily cloaked planets. Only found one about 1k lower cloak than my scan, the rest had < 5k cloak. However, you can of course fail randomly even with a 5k cloak. I think only about 1 in 1000 scans failed a cloak check at 17k scan, mainly due to the small % of enemies that are high enough ranked to actually have appreciable cloak.

Maybe you are just lucky.
I think that's only the message when scan is more than cloak, but you fail the roll.
If you never fail then no message.

Wrong. That's not how scanning works. The RNG roll determines whether you find a planet (any planet) based on your Scan and Planet count. If YES then it pulls a random planet from the database. Then it checks YourScan vs PlanetCloak. If YourScan > Planetcloak it goes into your database. If YourScan < PlanetCloak, then you get the message that Mento is asking about.

Im fairly certain thats not quite right.
I have do believe that any cloak at all reduces the chances of a successful scan and involves another roll.

KJReed is correct.

In theory, at least. We know something about cloak is broken, but certainly what he's saying is the way it's supposed to work.

I scanned 355 planets with just over 10k scan two days ago and got the, "your scanners almost lock onto a signal" message twice.
