92% invasion percentage, is this normal or is it a bug??!

I believe Dan has said in the past that if the planet is owned by a long-time inactive, the invade chance is boosted.

When there inactive owned I think Dan said the % gose up. But I don't recall where. or if it was Dan who said it.
