Well, I couldn't help but to notice that of the three production abilities this one is by far the worst, hence why dedicated mining bases are very rare in this game. So I propose the following change, if it's considered the worst resource the base may as well be able to produce a shitload of minerals if it's ever used and turn a mining base into an economy powerhouse.
-Miner's Coalition: Boosts base mining output by 10%, plus 2% for each loyal Miner, Explorer, Builder or Mylarai members in your legion. Lasts 20 hours, costs 5 ability points. Ability requires at least 1 loyal miner.
*Edit: since Miners themselves are fairly uncommon, and their bonus is largely overlapped by Builders. I thought I'd buff the profession itself since profession is becoming part of the topic. Miner: +20% mining production. (up from +10%)*

Change it to something like:
-Miner's Coalition: Base production output increased by bonus 10% production in EM, plus 2% for each loyal Miner or Mylarai members in your legion. Lasts 24 hours, costs 5 ability points. Ability requires at least 1 loyal miner.
and some would be maybe interested.

and some would be maybe interested. No, the pull of Mineral Points into actual Minerals/ EM is random. I'll agree with the OP, but not this.

and some would be maybe interested. I disagree, with what I have proposed you gain more EM anyway along with extra Credits. With what you're suggesting all you get is extra EM which for most people EM isn't what they're looking for.

Well, because as it is, you can arguably make more credits in a research base just using the contracts, and doubles for other uses such as researching and completing CT labs. So really mining bases right now are useless.
So improving the output of mining bases would make it a more competitive option to go for when it comes to building up a legion if your concern is producing a ton of credits for your members. You don't quite understand how game balance works do you?

Drop base amount Increase amount per person to 4 or so. Drop explorer Add em to the shipment at 4% of shipment amount Increase amount of miners required to use.

People do not want mining at current production levels, more production isnt going to fix anything.

Of course I'd probably receive a ton of lashings and a pissed off mob with pitchforks and torches waging war in game against me specifically because people want their arti output to be as high as possible to continue growing their ships. Hence why I'm not suggesting to nerf them because people get pissed when something is nerfed, on the contrary people are generally happy when an underpowered option gets buffed.

If you have a Mining focused legion base, you're doing it wrong.
