Dan is already taking our suggestions to assist smaller legions in recruitment. I wonder if a better merger system would help as well. One of the main hindrances to merging is what to do with the extra base(s) and the feeling of "losing" one's hard work that went into building the base.

Purpose: To more smoothly integrate two (or more) legions joining together to create an entirely new legion.
Procedure: A 3/4ths majority vote of the members is required from each legion agreeing to the merge.
Each legion leader will then designate x number of ships to move to the new legion.
One base will be selected for the new legion and all other bases will be cannibalized up to 40% their value.
Example- if 10,000 CTP had been paid into base A, then 4,000 CTP would be transferred (credited to) base B.
The same thing applies to EM and Energy. Not sure what to do about Discoveries. Open to ideas.

Of course, this option should only be done for legions who want to completely merge together; not for any legions desiring to create a 'parent' or 'big brother/little brother' type of legion system. Again, the idea is to get some value out of the base being left behind without having to try and sell it on the open market (or, even worse, having to create a multi, just so you can get everyone out of the legion and not have to leave anyone stuck in the base.)

Interesting, thou I would consider a different concept.
When a merger is to be done, there will be a primary and a secondary legion.

Primary legion would require all leaders to vote yes
Secondary legion would require all leader, officer and 75% of active members to vote yes
The vote is 72 hours long. It ends if both above condition are met(and thus merger happens), it fails to pass(a leader votes no in primary/secondary, officer votes no at secondary or more than 25% active member votes no in secondary), or voting period expires.

Merger process:
the total number of player between the two legions must be less than the total number of slots available at the primary legion. (note, you can just kick the ones you don't want, so it's same as picking in a way. But this way it would be easier for the system to be implemented and handled). This must be true at the time the voting starts until the time merger is completed. If at any time in between this requirement is not met(either a dock is demolished at the primary or new member enter either legion), the vote is terminated.
The leaders of the secondary legion will automatically become officers in the primary, all other members will be regular members. They will all gain 5 days toward loyalty but cannot alert enemy planets for 7 days.

GP bought base modules can be transferred from secondary to primary if the following condition is met(for each module, this is checked individually, in order of installation). Otherwise it is destroyed:
The primary base does not already have a maximal number of this module
The primary base have available space for the module.

CTL:
If secondary base have more CTL recipe then primary, then select randomly a number of CTL recipe that exist in secondary but not in primary until the number of discovery is equal to the secondary. This rule does not apply if primary party have less than 5 discoveries.
Otherwise, there is a S/P chance of adding one discovery that exist in secondary but not in primary to the primary CTL, where S and P are the respective discovery count. This rule does not apply if either party have less than 5 discoveries.

Resource:
For each member, from top to bottom on the contribution list, in the secondary legion (does not count anyone who have left).
If he have the research required(xxxxx logistics) to donate into the primary base:
If the primary base still needs energy donation, transfer up to x% of his energy donation into the primary base under his name. (up to because if the requirement to level up is met with less than this x% amount, that's the amount it will be)
Do the same for EM and CTP.
IF the primary base is upgraded sometimes during this process, then:
Start from the top of the secondary base contribution list again, repeat the above process for any player who have less than x% transferred in each resource type, again donate up to x% total between the two "runs"

x is up to debate, 40% sounds decent thou personally anything under 75%, IMO, is acceptable (considering there is restrictions)
The person by person thing is needed to stave off certain possible abuses as well as represent each player individually for the sake of contribution %

I'm not a fan of the idea.
People who aren't in the new legion are losing all their contributions.
Oldest leader just removes people who vote no. Then revotes.

Donating to your base is an investment. If you're investment fails well that's unfortunate.

Fair points. What if the merger was of two 20 ship legions? So that basically everyone makes it into the new legion? I wasn't thinking so much of the investment as failing, because the two legions could continue to survive in their 20 member state. But, if there was a way to maintain some portion of it as you join up with someone else I think would be encouraging for mergers.

I'm not sure how I feel about this. Had this have been implemented at the time Anomaly Elite (then known as Theelite) originally retired from its training legion role, the base would have been a lot weaker when I first re-opened it.

Legion with ~20 members says hey lets merge our legions to another smaller legion with ~15 people

Again fair point. I had not considered the booting aspect after one hijacks the merged base.

I'm not trying to shoot your idea down.
It would be really good for legions with 20ish members to be able to do this.
Just gotta figure out how to stop exploitation of it and I'm drawing a blank on this.

The only way for it not to be exploited is if the merger is ONLY members. Then there is no point to merging otherwise. This would mean that the only benefit to merging is the members themselves. At this point, the only exploitation would be to dismantle a legion in a really jackhole manner. If that isn't acceptable, we really should rethink if this idea has merit, but if it is, that's the only unexploitable route.

2 legions agree to merge, Dan or a mod reviews the request complete with verification by e-mail of at least 1 leader from each legion. A merger is only allowed if 100% of all the active members from both legions can fit within the 60 member max of a combined legion (provided there are enough docking ports for 60 people). Probably will be required that there is 0 inactive members in both legions at the time of the merger. A new name for the legion will be chosen at the time of the approved merger.

Both Bases merge into a single base with 100% of all Energy, EM and CTP combining into a new base with all %'s preserved by the members that donated it. All the GP mods transfer to the base, in the event of duplicates that can't be added a value in Energy, EM or CTP is assigned to the item and is added to the base toward level upgrade. Same with extenders, if the base ranks up as a result of energy, ctp and EM meeting the requirements, extenders from the merged base gets added to the combined base as well up to the max allowed by the level of the base. In the event that there are leftover extenders, they too can be converted into energy, em or ctp. The 2 CT Labs will merge with all the prints from both.

After the merger is complete the new legion enjoys the protection of a full active legion with a better, presumably stronger base. If at some point in time that Tree's prediction of the leaders trying to mass kick people out from the merged legion, they risk being banned permanently for fraud and lying to Dan or the mods about there intentions.

This preserves 100% of peoples efforts to build a base and allows struggling legions and legions that are trying to reform to compete more fully with the top 50. Not reasonable for legions unable to pay the upkeep on a fully extended maxed out 6 or 7.

Simply put, why not have a base dismantle button that deletes bases and makes the energy, EM, CTP available to withdraw? The leaders of the old base are in control of their resources now, and can choose to upgrade the new base or not.
A base contribution member should also not allowed to just be kicked if they're higher than 10%... But obviously that bit fuses problems too if you get a jackass in your legion.
