I just want to know why Time manipulators and Rescued Prisoners aren't available for purchase on the artifact market.
I took a gamble and bought a random artifact for 10 GP and got rescued prisoners, but I thought that the random artifacts were only from the artifact market.

They're not there because they'd be too overpowered if they were.
Rank 1 ship comes along, buys a few thousand prisoners and then blows everyone in the next 200 ranks away.

Certainly neither would be OP unless someone wants to spend thousands on the prisoners... and you could do way more with that kinda buck.

just spend 50k on quisis and TF's and RT's.
