There are is at least one follow up question.

not sure I follow you, but assuming I do

UWEs are useful solely for removing planet guards, beyond being used as mission/ct items.

Spy Probes - Offensive are just used to figure out how much attack you are going up against.

You use Unstable Wormhole Emitters to get people who are guarding a planet off of it. You use Spy Probe - Weapons to determine the exact value of attack that the ship possesses.
EDIT: Dang it, ninja'd. :P

would you then say that one has more of an effect on pvp then the other? or would they have an equal effect?

where i am going with this is, why is it that if youare disabled you can not use a spy probe on an enemy ship but you can use a wormhole.
it seems to me that worm holes are more offensive in that concept and thus you shouldnt be able to do so

wormholes are NOT offensive in regards to PVP.

You get no reward/badge for wormholing someone(that sounds wrong but better than emitting lol)

its only used re planet swipes or attempts thereof.

spy probes have a direct correlation to pvp - only way to be used from a realistic worthwhile perspective barring mission arty or scrap.

hope that helps

You don't get a reward/badge for probing someone either. Although, if you count Medals, you do get a reward for using Wormholes.

I believe the practical reason is that you use a Wormhole on a planet, not a player, and being disabled only prevents you from using artifacts on a player. Of course, I do agree that that should not be the case.

I think FerrusManus is right about the target being the key thing. I've never tried, but I'm curious, are engineered viruses, ion storm charges, etc usable when disabled as well?

They dont count toward offensive actions, soooo.... I guess disabled will not prevent you from using those :)

EDIT: anyone can confirm whether using Mark of War artifact increase the action count?

i doubt it would, using other artifacts doesn't so why would it be an exception. also im guessing the game just recognises the wormholes as planet artifacts, where as spy probes fall under enemy player artifacts. it doesnt differentiate a spy probe from say a containment missile or an emp, other than it doesnt show up on their news feed.

but in all honesty, it should be changed so you can't use either while disabled.
