The pulser takes up 2 decks, I can either have the Jammer or the Auto Phaser.

Shields, cloak and scanners should be actively avoided at your rank. I suggest maybe more defenses or getting slowly 8x weapons equipped, a bigger legion would really benefit you.

You need Artifact points, do nothing other than find planets that produce artifact points.
Looks at you attack now and as soon as you have replaced your attack with tactical officers strip out modules until you have no attack/defense/hull/energy modules installed. Pretty much the only modules worth having installed are scan or cloak with a few rare exceptions.
Don't bloat your ships with deck space as you make it vulnerable to attack. Max damage calculation is (Rank + 19)/2 or (deck space)/2 whichever is larger. defensive modules are only valuable on bloated ships and by that time you ship is arguably ruined so best to just avoid them and keep your deck space low. Small rich planets i think from memory get you 108A/ph without excavator(with +12 buildings), too crappy for anyone to steal so no defense needed and at rank 96 that is 25 planet slots 2500A/ph minimum with very little time spent. Just sit on your production for a while and avoid adding decks, as you get purgers replace crappy planets with better ones. Tac officers have no upkeep and android scientists provide permanent research per hour. Purgers let you scan more (not scanning power) so as you get more arti points scanning gets easier and your quality of planets goes up.
Research planetary production buildings until you have +12 artifact production building before researching any other item (most can be utterly skipped and the others have dubious value).
Good ship will consist or power relays, scan and cloak modules as well as %bonus modules like Protean Armories. Not much else is needed. Downside of ship built with artifact points is you have to wait for the points to accumulate, slower than using modules but far more powerful in the end. All high ranking players that don't stomped on in pvp have had high artifact production for a long time.
