there is no way that in 3 days and 30,000 energy spent i should be able to find 5 t. o. troop carriers and only 2 T.O. Dropship Carriers

can we get the spawn rate of these things increased ?

Both spawn rates are fine.

The drop ship is an elite you alert to your legion.
1 ship feeds 4
So you and three others only need 3 elites found.
That's three people finding 1 and the 4 th doing nothing.

Running this legion mission right now. Got my 3 scanned and locked in less than 8k energy spent (all 3 on my BT simultaneously). Took about 20 minutes. Two missions ago we had I.E. as well. Jumped 1 Dropship off an alert then found 3 more on my own, again in well under 10k energy. Had to wait for a couple people to come online to complete their part so I got stuck with 1 on my BT half dead then found another, hence the extra.

Spawn rate is fine as far as I'm concerned.

i'm nearly rank 1200 and have almost all missions completed so the rng shouldn't be cluttered with too many random elites
shouldn't I be seeing elites more ? especially legion mission elites ?

You should understand by now that 30,000 energy spent on NPCs doesn't tell us anything.
Only number that matters is NPCs killed.

And assuming min hitting everything then 30k energy is still a really small sample size to complain about a spawn rate

Thats for 40 minutes and 15K energy... so wouldn't say that the rate is bad.
