How are people able to trade across legions, there is a whole bit on in on the forum and it has got me wondering.

people can friend people on fb and send via friend tab... Trade pacts between legions enable trading... Also in galactic trade centre... Probably some other ways but i'm a bit rusty on the details...

It depends on what it is being traded. Generally it is valued with CTP (Complex Tech Parts) and then all other acceptable forms of currency are derived from this base currency and it is used as the basis for trading in other currencies.

1 CTP is worth 350 EM (Exotic Matter)
1 CTP is worth 35 Ku (Kurenite)

And so on...

In regards to how as I said above it depends on what you're wanting to buy. For Planets it depends on whether or not the planet is occupied by you, by an enemy, or unoccupied.

Owned by you requires that you abandon it and alert it for the buyer. All structures on the planet are destroyed when you abandon it and this costs 5 GP (Galaxy Points).

Enemy Planets require being loyal in the Legion you're alerting the planet in. You then alert it and the buyer attempts the invasion. The planet and all of the structures on it are captured on successful invasion however planetary structures may be destroyed.

Unoccupied planets are easy to alert, you only need to be loyal to a Legion for 24 hours to be able to alert these.

For artifacts it then depends on the type of artifact.

Planetary artifacts usually can't be sent directly to another player. You should have the buyer alert a planet they want the structure placed on, and then you place it and leave the legion. The buyer then invades the planet (I tend to toss a ton of junk structures on the planet to make it safer for the buyer on invasion in the event a structure is destroyed)

Some artifacts such as the RSL Implant can be sold as a share. A share is when you're friends on Facebook and they get a copy of the artifact that you're alerting. When selling these I recommend changing the settings so that only you can see it and possibly the buyer. No one else.

For artifacts you can send to others all you have to do is be friends, in the same legion, or have a trade pact through your legion with the receiving players legion. Select the quantity and click send, then just find the right person on the correct tab.
