make stealth optimizer immune to cm's and such

The stealth optimizer is an artifact you get from the zolazin mission chain which gives you a 30% cloak bonus for 1 day. Unforuntately, it is NOT immune to removal by other artifacts. Since it is such a limited artifact, I think it should be. This morning I hit a pevreon and a void missile took it out. Fortunately I got 100 hacks with it last night. But I'm still missing out on some hacks. It's nice being able to hack anyone on my bt without using flares.
