apparently disappear around rank 1200 or so....

as such, anyone (most I am guessing) who was clueless loses out on the scan buff they gave (5%)...

I humbly suggest either the npc be allowed for higher rankers or there be a replacement.. Why should a hi ranker potentially lose out on a scan buff? especially when cloak can now go over 40 or 50k on planets with the right amount of setup....
