You can use anything that you don't use while targeting an enemy player or planet. You can, however, use Disarming Bombs and EMP Spheres against NPC targets, and you can use any artifacts you would use on unoccupied planets, such as Purgers and Flux Probes. Spy Probes might be okay, but I'm not positive.
