Xts 9 and political favor are used to build a few structures.
While highly unlikely people are swapping base structures around, it is possible to run out of political favor.

Perhaps they can find zolazin NPCs then maybe a market like the uldri race is added.

And yes political favor has repeatable planet structures in addition to the base modules you can make with it causing it to be a resource with actual scarcity which is... a rarity in an online game to be honest.
But until the new LM was discovered any player in game needed at maximum 1400 XTS ever in their play time if they weren't building base modules, and even then only if they wanted to get their XTS-10 Injectors and do the Repair Warp Gate mission. After that there was no reason to do the repeatable for it. Which as I stated before is ludicrous.
As for the Prejoran and Zolazin Techs it is a valid point honestly. How he would go about making either of them acquirable repeatedly and what uses he would give to them though... I honestly don't know.
I would postulate for those however that new mission chains involving each would be required which would likely have to end in a repeatable mission of some sort that while active adds a single Extremely Rare NPC into your pool and a common or uncommon into the pool that drops the techs as well. Upon finding the newly available ER NPC you would either acquire multiple new repeatable(daily?) missions or continuation of the chain that would culminate in you receiving a way(market?) to utilize those techs in a manner that is relevant to the current state of the game.
