i am not a fan of battle pact swapping ... it does have value, but not as much as a loyal active member. an extra loyal active member adds 1.90% to our base production, while an extra trade pact adds 1.45%. so, if you do not have full membership, filling up those member slots gives you more bang for your effort.
to my mind, if you only maintain a couple battle pacts, or are in a less-active legion, i don't think the swap is worth the hassle, but once you get up to 5 battle pacts, then the production boost from the swap moves up to 7.69% which is significant. of course, if the re.swap is not done efficiently, you lose out on the base alerts ...

i think Tree's idea would definitely add value for those who decide to keep ongoing battle pacts and would compensate for the lost production, so +1. i find NAPs to generally be useless tho, so maybe the battle pacts should each add 1% to base attack, while each NAP would boost base defense by 5% ?
