One thought might be what would YOU offer? Many legions harvest silver in chunks...possibly hundreds a week for active players. If you said something like - i'll pay 10 ctp per clamp, etc... and maybe a threshold of what you are looking for.

Another idea would be to offer arti's in exchange, perhaps give rates you view as acceptable, etc. etc.

Example: I am looking for at least 2000 silver to apply to our base. Paying 10 ctp per clamp (2 silvers). Willing to pay you in tm's at rate of 3ctp each or acf at 4 ctp each.

This would give people a more specific idea. Also since they are coming to you, any enticement would go up based on volume of reward. People with large silver hoards are doing so by being loyal and hitting bases...traveling would kill that for a week minimum.
