You won't get more than 20k CTP for the base.

Please understand that no one is going to lowball you, but Bases are not ideal commodities to sell for CTP.

There is no guaranteed production from a base, as that is purely dependant on the new owners ability to lead a legion, as well as maintain enough members to form an appropriate defence against persons that might lock said base.
