as it's "YCTM only" for the seller, you have to go to his legion, wait a day(so you can post share), abandon and alert the planet and he will occupy+uplift it, you leave legion and invade it back.
note that usually those would come with concord because you can't get 2x concord for quite a while due to the invade. Thou some people accept some extra CTP in exchange for an abandon on their side so you can just occupy it back instead of invade.
Note this is also a good opportunity to use your ally HQ as there would be(at least) one other guy that have it on scan after the operation(and before they purge, tell them to hold the purge for a bit if you intend to use HQ) It would also be "recently attacked" so you can put whatever structure requiring that condition on there as well.

If another person have the planet in question on scan, you can have that other person go to the seller's legion instead so it can be alerted for him to invade w/o you having to abandon it. It will save you 5 GP and whatever effort you might need to otherwise spend on pulling the structures etc. You do need to remove defenses to ensure 90% invasion thou.
If you find a seller w/o the "YCTM only" condition(probably will need to pay a travel fee), they would come into your legion, you can then abandon and alert the planet(no need to wait as you are still in your legion), they would colonize+uplift, then they leave and you invade back.
