 Harmonic Resonator acts as relay?

Post Harmonic Resonator acts as relay?
The Wiki says the Harmonic Resonator (Tier 2 Mission Reward) acts as a relay that gives +10 energy charge rate, as well as the +10 shield charge rate its tooltip admits to. I can't uninstall it to check - but my figuring of the charge per hour says it doesn't.

Someone put it on the relays page. It is a mistake, it just does shields as far as I know.
