 Some notes from a legionmate:

I did a scan blitz. I found 5 keystones and got the medal, and that took 528 or 529 planets scanned in my 550 planet blitz.
Milestones (mixed a bit): Good scanning for the first 310 planets (which included a 45 planet mini-purge during it) In those 310 planets, I found 3 keystones. Fair chance of scanning 50 planets before going to poor. I found 1 more keystone during the 100 planets that went from good to poor. 18 planets past that (so 78 after becoming poor) it became very poor. No keystones in this section. The last keystone came in the last 50 planets (31 or 32 from the end of the previous 100.) So...about 1 per 100 scanned, fairly evenly distributed. In that 550, I also found 5 amethyst, 10 amber, 2 diamond, and 10 jade NSX crates. That's 1 every 20 planets scanned. 14 of the 27 came in the first 300 that had good scanning.
