It can be edited at any time (for an energy cost) by leaders.

The actual 'base design' (its image) is also chosen from a list. As the base gains levels, more designs will be unlocked to choose from.

Each level is progressively harder to reach, not just for the materials required, but the Logistics research level required. (Logistics is a new research branch being added).
