I have some planets that their passive attack maxes out at 1000 and others at 1050. Is there a bug somewhere?

no, some artifacts add values in other than 50, so long as you ran them in the right order you can get over 1000. the game does not allow you to ADD any more passive attack once OVER 1000.

What adds passive attack besides Gas Rods and Volcanic Erupters? They both give +50. I have some gas that are at 1050 and won't let me add more and I have some gas at 1000 that won't let me add more.

(I realize, even with legion bonus, 50 is not a big difference but I have the artifacts to use and it could be the difference between an invasion and a fail).

Yeah, I had the same thing happen, Dan said it's some sort of slight calculation error that lets it get above 1000 sometimes.

Yes that is what I was referring to; It's that the game stops you from adding if the planet is at 1000 atk. However the game does not stop you from going OVER 1000.

There were holiday items that added 100 ATK I remember using them to get planets over 1000 atk I know i have some that are 1050 and I evaluated the artifacts on hand so that I could make them that way on purpose.

No, that's not what we're referring to; I added the last Gas Igniter Rod when the planet had 1000 attack, those are the only artifacts that have been used on it I believe, and I don't recall artifacts adding Passive Attack.

Yeah, I was thinking of the cloak ones. My Bad. Still I think my Volcanics go to 150 ATK.
