My impression of 'rarity' is that how common a member of the planet population is - like, if you reached into a bag of planet beads, how many of them are Volcanic, Dyson, etc.
I've assumed that rarity had no effect on your chances of drawing out of the bag, just what was IN the bag. Theoretically each draw would have the same chance of being a Dyson every time.
But some people have made comments like "My Uncommon Icy is now a Rare Oceanic, so it's harder for people to scan!" That would suggest that rarity itself affected your chances. For example, if I had a bag with only two planets in it, a Dyson and a Volcanic, I'd have a much higher chance of drawing the Volcanic. My assumption has been that if I just had those two, the chance would be 50/50.
Anyone know the truth of it?

It's roughly related to generation stats, but the rarity seems to be purely based of planet class.

the Rarety affect the possibily of scanning a base type planet.
exemple.
50% gas 30% volcanic 24,9999% icy 0,0001 natural dyson.
You have more chance find a gas compare to a volcanic.
But you have EXACTLY the same chance finding THIS ONE gas planet compare to THIS ONE dyson.
1 million planet in galaxy, each planet have 1 chance on 1 million be found.
The rarety only for the TYPE of the planet, not planet it self.

I also got some gas planets with uncommon for rarity, not sure for the reason for this I can't see any differance between the uncommon and common ones. As for the Barren maybe the owners used some arts on it or something seems like a glitch.

I've seen that too; I thought that perhaps those planets were made before the current planet rarity system, and so don't have the same (or any) rarity like others made after this system was in place.
