I don't think it's a blueprint item, I've seen them before the introduction of legion bases I'm pretty sure.

the chron pulse drive is a mission reward, for some reason 1 wasn't installed on my ship, not sure how many missions are required to get it though

since it appears to be completely missing from the mission completion rewards list, i expect quite a lot of people are missing it.
the stats are 30 defence and 50 shields

Is it a mission tier reward, or from a specific mission? It's not listed in the mission tier rewards on the wiki, or anywhere else, for that matter.

The drive was added a while back, but for some reason was removed. Thus, we'll be putting it back (appearing after the Krionite Transducer) at 90 completions.

Just file an in-game support request, we'll check if you qualify and add it right to your ship  Remember, you have to have fully *finished* 90+ missions to receive one.
