When a person uses the quest terraformer, that planet should become fluxed and non-scannable by any other player (or simply bound to the player). The reason for this is the cost for said terraforming and the fact that a player can only do it 1 time ever. This would reward people for spending the necessary resources for their exotic and would be something that players can 'own'. (The idea now works because the regular terraformers only go up to ERx15 now versus a non-capped number like before.)

Players could simply flux probe possible planets that they want to use the terraformer on before using it. There will never be planets that are permanent for a single player.
