Yes make it only 100 Population 25%  25%  [ 3 ]
Only Recently Attacked not 100 Population 17%  17%  [ 2 ]
Neither i like it the way it is 58%  58%  [ 7 ]

I dont understand why it would have to recently attacked for a Saboteur to use their ability so why cant it just be under 100 Population?

Personally, i think it is fine, however, population structures and claoking structures should be reduced to 2.
