Locking on a boss is a problem alot of legions will proberly face, where memebers dont hit the lock or just hit it once to claim a spot in the drops, and can be abit difficult to "police" and punish, you can either kick, which is abit too extreme and dosnt help the legion at all, demote, only helps if there even promoted, and thats about it.
To help solve this I suggest a half lock mile stone on boss's, where up till half lock you cant get drops. From half to full lock you got a chance to get drops a chance which is shared between others with half lock, and full lock is as it is.
Example
Prison, 15 people
Full lock is 18000 damage per person. Half lock would be 9000 damage. Anything lower then 9000 will not get rewarded.
Player 1: 18000 Locked (Get Drops) Player 2: 18000 Locked (Get Drops) Player 3: 18000 Locked (Get Drops) Player 4: 18000 Locked (Get Drops) Player 5: 18000 Locked (Get Drops) Player 6: 18000 Locked (Get Drops) Player 7: 18000 Locked (Get Drops) Player 8: 18000 Locked (Get Drops) Player 9: 18000 Locked (Get Drops) Player 10: 10400 Half Lock (Get Drops) Player 11: 10400 Half Lock (Get Drops) Player 12: 10400 Half Lock (Get Drops) Player 13: 10400 Half Lock (Get Drops) Player 14: 10400 Half Lock (Get Drops) Player 15: 10400 Half Lock (Get Drops) Player 16: 9000 Half Lock (Failed to get drop, other half locked memebers did more damage) Player 17: 9000 Half Lock (Failed to get drop, other half locked memebers did more damage) Player 18: 9000 Half Lock (Failed to get drop, other half locked memebers did more damage) Player 19: 9000 Half Lock (Failed to get drop, other half locked memebers did more damage)) Player 20: 300 Player 21: 200 Player 22: 100
Sorry if that example isnt too clear thoe I hope people will understand what im getting at, thoughts anyone?

-1. sometimes in a legion high level players will spend a lot to get npcs way down, to give low levels who cant lock in due to low stats a chance to get the drops higher levels dont really need.

Theres a min cap on bosses for a reason, once you hit the cap and are able to see them theres no reason why you should not be able to hit the lock or least halfway, there is no "low" levels hitting a boss, they are the levels designed to fight them, no excuse really.

Yeah, but sometimes us higher levels like to do more damage to help out, so lower levels can use their energy for other things.

what if instead of penalizing people who have a system of big guys kill it, little guys hit it once to beef up, if you dont think your legion is doing enough then tell them that if they dont do their share, then you guys wont lock on it and kill it. and if it takes a few expiring npcs to teach em, then that may be how it has to be. we had to do that in our legion at first. a few people would hit it once when we needed em to lock on it. so we told em that we werent going to even start attacking it until everyone else locked on it. many players thought we were joking, and we had a couple expired NPCs. but now we have the problem of people doing TOO MUCH damage to NPCs to the point where the maximum amount of people arnt getting rewards.

Our legion have a policy that works well enough.
Say it's a 10 man kill (e.g. the dark ring)
then, anyone is allowed to hit it, but if someone has hit less than 5% of the boss, someone else is allowed to bump them of the reward spots.
That means that lower levels (like me) have a chance to get a drop, while still making a meaningful contribution.
We also NEVER finish off an elite NPC unless everyone who can hit it has done so, OR all the reward slots are filled (albeit by single-hitters). Why let the reward go to waste?

Seriously, (with Vekno) legions are NOT THAT BIG... Just pass the word to have some etiquette. Sometimes, you just run out of energy... You're not being a leech, you're not being a a$$, you just didn't hit as hard as you wanted. I remember someone dumping 200 energy on an elite and only did 3% damage, (easy elite) and had forgotten he was Krio'd. If you can't shepherd your legion, either you as a leader have a problem or your member needs to go.
A well oiled legion is just plain more fun to be in.
