Artifacts that give mining and artifact points

 Title says it all. We have one that gives 700 research points, why not 2 for mining and artifact?

What's the point of an artifact that gives artifact points? you can't make it lower or the same or it'll be worthless, and you can't make it higher because that will make it unbalanced towards those who get it.
