No. i don't like the idea to have my hulls degraded by 50%. 20% seems enough since i have over 4k hulls ^^. but i like the other parts of your suggestion!

I like it all, 50% Is good going from 4k to 2k is ok just repair nanodrones. Easy

+1 This could be possible as after the last array of special missions there was one where you could destroy Kalvium asteroids.

It souls say:

The leftovers of a Kalvium asteroid impact your ship! You take _______ damage.

Your crew mange to scan and salvage leftover rocks of Kalvium asteroids! You gain _____ (name of mineral) / (name of artifact).
