How about an artifact for Icy planets to turn then into Gas Planets? I'm pretty sure most higher rank players have used all their Mass Surface Melter so why no create a new artifact so the people that don't have uses for icy planets, colonize them.
Planetary Sublimination Cascade
Turns a Icy planet to a gas planet
+1 Size
+1 Research Resouce

Hmm, Gas planets with Artifact production? Sounds cool.

Can't have terraformers into planets with terraformers. Sorry. (Gas has the plasma terraformer)

Eh. It seems unbalanced if I you can terraform an Icy twice. Incoming Mega Colossal Plasmas...

Then how about no Increase to size and +2 To Research and all other resources disappear
