 A More Official Soft NAP

The idea of a 'Soft' NAP is inevitably confusing, and requires lots of announcing and remembering. (And what 'soft' means itself is often up for debate)

So why not have an official state where a soft NAP is:

Ship to Ship PVP: All you want, kill like crazy
Planet Stealing: Nope

High level legions run into this problem frequently - the only people you can see, you have NAPs with. If some guy from another legion disables me for badges and moves on, I really don't care much. No permanent harm done - I might retaliate in kind, but I'm not going to have any big freak-out, alert them, or anything like that.

But I'll get cranky if they steal a planet, and in general that's a more serious offense. So why not have a formal agreement that a legion can set, where PvP is fine, but planet stealing's off the table? A limited number, of course. This way your battle tab is less likely to fill up with NAP'd folks, but you've still got the same planet security from a normal NAP.

You should come up with a naming difference. The title of the thread sounds ridiculous.

Planetary Prohibition Policy? Allows ship Vs Ship but you get a notice if you're about to attack one of their planets.
