Right now, not really.
The outposts are a waste of money. You may need it later on though, when you're in the rank 1-200s, or higher.
At rank 84, no use for it so far.

No not really. You have other missions that give you it as well in higher amounts.

There is a mission that allows you to build Anti-Resistance Base on your planets.
The tier reward Council Base is also good.
2 out of the three planet buildings that need the Pvavor are good/ Well for the most part. Just need to unlock them, wont use them to often, but they can help.
