A pre-colonization planetary lifter, able to prepare lesser developed worlds.
Permanently increases all resources of a planet by 1-3.
Can only use on unoccupied planets of 5x Mega-Richness or less,
scanned within the last week.

Acquisition
Rewarded from the Daily Reward starting 20jun2024.
Usage
Increases each resource on the target unoccupied planet by 1-3 at random, per-resource. For example, the increase may be 1/3/2, or 1/1/1, or 3/2/1.
The planetary resources have been lifted
Notes
- Cannot be used on planets alerted by legion members, as these planets technically aren't "scanned". However, hacked planets *DO* count as new scans.
